According to the Directorate General for Migration Management, the National Institute of Statistics (INE) published the updated average salary figure for 2024 on May 28, 2026, setting it at €29,540.26.
This value serves as a reference for determining the salary threshold required for residence permits for highly qualified professionals holding a Blue Card, in accordance with Order PJC/44/2026 of January 27 and Law 14/2013.
EU Blue Card Holders
The new salary thresholds for the Blue Card are as follows:
– General threshold: €41,356.36
– Reduced threshold: €33,085.09
When does the reduced threshold apply?
The reduced threshold may be applied in the following cases:
– Occupations with limited job opportunities included in groups 1 and 2 of the 2011 National Classification of Occupations (CNO-2011), in accordance with current regulations.
– Nationals of third countries who have obtained the required qualification within the three years prior to applying for the EU Blue Card.
Highly qualified national professionals ( art. 71.2.b)
For national residence permits for highly qualified professionals (the most):
– A single threshold of €41,356.36 is established.
– The reduced threshold does not apply.
